This elegant Second Empire-style stone house was constructed in 1871 for the Holcombe family, descedents of Lambertville's first settler, farmer and landowner. The house stands in testimony to the tremdendous growth and prosperity that Lambertville experienced in the latter half of the 1800s, due to its prsimity to the canal, railroad and local industries. Used as a social club in the early 20th century, the building has been home to municipal offices since 1950.

The 2004 grant helped fund Phase I of the building's restoration including structural repairs, slate roof replacement, masonry, door and window repairs, exterior trim restoration and the construction of a stair tower with an elevator to improve the building's accessibility.  Work was based on the recommendations of a preservation plan, which was funded with a preservation planning grant from 2001.
